Using a descriptive-analytical method and examining this issue from the perspective of the Qur'an, this research has been conducted. The results show that the concepts of "individual matter" and "social matter" are related to two separate fields: one is the field of behavior and the other is the field of Sharia ruling, and there is a specific definition and standard in both fields. Qur'anic reasons and evidences indicate that hijab, both as "optional behavior of women" and as "Sharia ruling" has the standards of a social matter, not an individual matter, and therefore, from the Quran's point of view, hijab is a social matter within the scope of the duties of the Islamic government یکی از مسائل مطرح درباره حجاب، فردی یا اجتماعی بودن آن است که دو دیدگاه متفاوت درباره آن ارائه شده است: برخی حجاب را امری فردی قلمداد کرده و مداخله حکومت اسلامی در امر حجاب را مجاز ندانسته و گروهی آن را امری اجتماعی تلقی کرده، تأکید می کنند: نه تنها حکومت اسلامی مجاز به دخالت است، بلکه حتی وظیفه اوست. پژوهش حاضر به روش توصیفی ـ تحلیلی و با هدف بررسی این مسئله از دیدگاه قرآن صورت داده شده و حاکی از آن است که مفهوم «امر فردی» و «امر اجتماعی» مربوط به دو حوزه جداگانه است: یکی حوزه رفتار و دیگری حوزه حکم شرعی، و در هر دو حوزه تعریف و معیار مشخصی دارند. دلایل و شواهد قرآنی بیانگر آن است که حجاب، هم به مثابه «رفتار اختیاری زنان» و هم به منزله «حکم شرعی» دارای معیارهای امر اجتماعی است، نه امر فردی و بدین روی، حجاب از دیدگاه قرآن امری اجتماعی و در حیطه دخالت حکومت اسلامی است. https://qoranshenakht.nashriyat.ir/sites/qoranshenakht.nashriyat.ir/files/article-files/2_24.pdf
