Participating in jihad is one of the obligations of Islam. The Holy Quran has introduced some Muslims who do not participate in war for various reasons as the group of Qa'idin. Some of the Qa'idin are excused and some are not. The aim of this article is to achieve the classifications that the Holy Quran has stated for the Qa'idin group. This article is written using a descriptive-analytical method. For this purpose, by examining the verses of the Holy Quran, a set of groups that do not participate in war was extracted and divided using Shia and Sunni interpretations of these groups. The research findings show that according to the Holy Quran, the Qa'idin are divided into two groups: excused and non-excused. If a group that is not excused is in a war with a Kifa'i obligation, it is not to be blamed according to the Quran, but in a jihad with an objective obligation, the unexcused ones are to be blamed and will be punished. In addition to not participating in the war, this group is divided into different groups, and not all are at the same level of opposition to the divine command. The conclusion is that during the time of the obligation of jihad, one must carefully identify their regular behavior and separate the ranks of hypocrites from the excused believers, in order to be protected from the harm that this group causes to the community of believers.
