One of the important theological topics is in the field of human free will and the issue of predestination and free will, to which the theory of inter-ordinating matters is proposed. The interpretations made from the theory of inter-religious matters are, in most cases, theological and philosophical and have not been made directly from the context of hadiths or in terms of the totality of the relevant verses. Therefore, this research is aimed at the correct description of the type of agency of man and God in the theory of inter-religious affairs. According to the findings of the research, according to the Qur'an, the heart has many perceptual and tendentious functions related to human free will and is the agent of human free will. The Qur'an introduces God and man as two independent agents for issuing actions from the heart. The type of activity of God and man in the actions of the heart is completely ordered and staged, and therefore, a new interpretation of the theory of inter-ordinary affairs can be presented, in such a way that the initial stage and the initial selection of the actions of the heart are attributed to the human being, and the next stage of the human action is It has been attributed to God, such as the results and effects of actions, as well as the resulting states and attributes. This research presents this theory with an in-text analysis of the verses related to the heart.
